ABSTRACT Subak Jatiluwih is one of the subak that still exist until today in Bali. The existence of Subak Jatiluwih is related with agricultural irrigation system in Bali that was built centuries ago. As time goes by, Bali’s development began to focus on tourism sector, the existence of subak became threatened. This threat cannot be separated from dilemmas of the farmer member of subak or by subak as an organization. Start from technology demand, economy demand, the influx of agritourism sector until government policy, making Subak Jatiluwih under pressure. The research problems can be formulated as follows; How the management face dilemmas that occur in Subak Jatiluwih and how Subak Jatiluwih stand for the future. The method used in this research is descriptive qualitative with a case study approach in Subak Jatiluwih, Penebel, Tabanan, Bali. This research shows that in Subak Jatiluwih there is a social capital such as trust, cooperation, social network and norm which role as resources for Subak Jatiluwih. Subak Jatiluwih’s status as a world cultural heritage from Indonesia was also a major capital for Subak Jatiluwih. With these resources and capital, Subak Jatiluwih can be still exist until today through negotiation process with the related parties based on norms. This negotiation became the key for Subak Jatiluwih to adapt, because negotiation brings out the characteristic of Subak Jatiluwih that flexible but in the other side have strict rules and became Subak Jatiluwih’s own power. This shows values and norms became the strongest element and the biggest resource for Subak Jatiluwih. So, can be concluded that the development of social capital in Subak Jatiluwih became important as a resource in establishing and developing Subak Jatiluwih and agriculture in Bali.
