Abstract This research aims to analyze the role taken by the US military industrial complex on the 2003 Iraq War. It will later explains any necessary steps taken by the elites behind the industry, which were done through the policy making process related to the extention of the Iraq War and arms purchases. This reality is a logical consequences of the liberal-democratic system in the United States as constitutionally, states give a permission for non-state actors to get involve in decision making process. In this case, military industrial complex takes a big part in the defense and security policy in the United States, in which it means that the policy outcome has to also carry the interests of the arms industry. The conceptual framework used in this research is the Military Industrial Complex. This conceptual framework describes how the relationship between economic actor and state works, and what can be produced by this cooperation. As a result, arms manufacturers who approached the Congressional party and the government have won a contract to sell their weapons to the United States government in the 2003 Iraq War. This proves that non-state actor, such as the Military Industrial Complex, is an integral part of the defense and security policy-making process in the United States.
