WTOs Trade Policy Review Mechanism(TPRM) and Indonesias Compliance in Agriculture Sector

Abstract The WTO has TPRM to encourage member countries into voluntary transparency with both the regime and the other members. This mechanism is designed to build a cooperative environment between members by creating a system that allows archive of mistakes and goodwill recorded. However, TPRM is often overlooked, as countries start to unwillingly abide to the WTO’s ruling, despite their obligation to make periodic reports for the regime. Indonesia, as one of the biggest agriculture country in WTO, is currently experiencing similar situation. It is hard to state whether Indonesia is making continuous straight commitment to the WTO with various violations. Even worse, the presence of TPRM in the regime and its interaction with the country has not yet been studied. The aims of this study were to encompass the extent of TPRM’s influence to Indonesia’s compliance, characterize the violations and analyze interaction between the regime and the countries. Subsequent to this, this study is aimed to see the constituted flaws of the regime while reinforcing it with improvement based on analysis. Based on the findings, it is safe to say that TPRM does not make any substantial impact to Indonesia’s compliance. As a result of minimum political force and the absence of both reputation value and punishment, TPRM functions is not much more than a medium of study. All of this findings thus resulted in various loophole of the TPRM foundation and its correlation with another WTO bodies, one of the most important is with the DSU. The presence of ignorance in the matter will be abused further if there is no intention to improve the system or reform it to a powerful one, while acknowledging the nature of voluntary compliance in the international regime.
