Implikasi Proses Constitutive Localization dalam Kebijakan Pangan di Indonesia

Through constitutive localization theory, the authors look at the influence of the diffusion process of international norms in the making food policy in Indonesia. This norm diffusion process occurs in two administrations: the Soeharto government (New Order) and the administration of President Jokowi. During the New Order, the norm diffusion process characterized by the involvement of international agents that support of food security norms, such as the World Bank, WTO, and FAO. This condition produces food policy-oriented free market and urban consumers, in the form of opening the domestic market for the sake of food supply for urban consumer. In the second norm diffusion process, President Jokowi trying to change the orientation of food policy by adjusting the norms of food security and food sovereignty norms in its food policy. It produces food policy that is oriented towards increasing productivity, import restrictions, and the industrialization of agricultural sectors, such as seeds and fertilizers.
