Ilmu Administrasi Negara)ABSTRACT E-commerce is the process of buying and selling of products, services and information that will be conducted electronically by using computer networks. Ecommerce increase effectiveness and efficiency in trade. E-commerce transactions in the world is constantly increasing in Indonesia is no exception. Judging from the profits and the development of the use of e-commerce, it makes e-commerce as an important element in the development of a business or enterprise. Moreover for Small and Medium enterprises or SMEs who have limited capital. But until now the level of adoption of e-commerce on SMEs in Indonesia is still very low. Low levels of adoption in SMEs in Indonesia is influenced by many variables both internal and external. There are three stages in the process of adoption of ecommerce is the introduction stage (awareness), stage of assessment (evaluation), stage of adoption. In addition to going to analyze the process of adoption of ecommerce by SMEs, the research also will see to what extent the government has its role to encourage increased adoption of e-commerce by SMEs in Indonesia.
