ABSTRACT This research was based on the question of how culturally-based advocacy strategies promoted by Bumi Lestari Community has the influence on the changes in policy implementation management of forest resources in Ngawi Regency, East Java. The main focus of this research was regarding the culturally-based advocacy strategies used in the advocacy management of forest resources. The concept of bebrayan in this case is the local culture that explains about the relationship between local people and the forest. Along the way, the concept of bebrayan experiences transformation on its concept, shape, function and characters of culture. The transformation of bebrayan becomes a new strategy in solving the public problmes through the values embodied in the principle of life. The values are manifested into the establishment of informal institutions which then conduct a series of advocacy activities that use cultural strategies in the advocacy process to support the changes in implementation management of forest resources. The attempt of advocacy is conducted as the respond of local people to the changes of policy implementation to fit the needs of the people so that the programs do not suffer the same fate as previous programs. This research used the qualitative method with a deep interview and looking for sources from various supporting literature to know more about Bumi Lestari Community in relation to changes in policy implementation management of forest resources in Ngawi Regency. The finding of the research was first, the results of the advocacy strategy of Bumi Lestari Community were capable of shifting patterns of forest resource management which was incidentally state based becoming community based in Ngawi Regency, which aims to fair forest resources management, clear profitsharing system and increasing the participation among the parties involved. Second, the use of local knowledge in solving problems can affect the minimum rate of loss of material / immaterial, the precision of policy target and the high participation from the society.
