2017 | Skripsi | Ilmu Hubungan InternasionalABSTRACT North Korean (NK) defectors has always been a latent issue for the South Korean (SK) government. In a matter of a decade, the imminent growth of defector’s amount caught the SK’s government off guard. Not only the overwhelming amount of the individual counts, but the change in socio-cultural and economical aspects of the new wave of defectors are also a primary concern. The majority of defectors that are getting themselves into the borderlands of SK after the Cold War brings along into SK their unfortunate stories of being impoverished and thus, most are not ready for the fast-paced life in the capitalist country that SK is. They are heavily dependent on the SK government’s financial support and most are having an excruciating incapability to adapt to SK’s society, facing discrimination left and right in such a cold society that is SK. The SK government has adopted some supporting laws and programs tailored to defectors especially, in order to help them with their adaptations to life in SK. Using a policy formulation principles, this study examines how each leader of SK brings in their own new policies to try to shape the defectors to fit SK’s society and getting more independent. This thesis will examine the factors affecting each new policies, that are getting more and more complicated and growing in comprehensiveness after each modification.
