ABSTRACTION This research is about the capacity of government oversight in the form of economic practice illegal smuggling and trading of electronic goods from neighboring countries such as Singapore, Malaysia, Thailand, Indonesia in particular Tingkok to Batam. The main question to be answered was how the capacity of the Central Government and Local Government in handling economic practice illegal in the city of Batam? The research questions are answered using qualitative methods case studies will reveal more deeply with how and why. Researchers do not just want to know the facts are seen immediately, but also wanted to uncover the other sides of the illegal economic practices that lasted for so long in Batam City and its handling by pemerintah. Researcher using the concept of supervision that is included with indicators of effective monitoring as a framework peenelitian thought to answer questions and then concludes at the end whether the surveillance has been done by the Government has a maximum and effective or not. Things become the findings in this study is the first, the physical condition of a very wide geographical accompanied many points or wild mice port in Batam. It was an early supporter practices occurring smuggling electronic items into Batam. Second, the on going market laws, namely their high demand and supply in Batam will cost yet imported electronic goods. Their market which is where the next destination after the smuggled goods is also a finding. Illegal status carried by the burglar market can not be followed up by the government with an excuse to meet the desires of the community will be low-priced imports. Third, the cooperation between unscrupulous smugglers and officials on the ground. The apparatus has the vices that are accustomed to the practice of bribery. Fourth, the culture of consumerism and egoism pragmatic society institutions that walk on their own. Supervisory capacity is still weak and not effective because each agency still find weaknesses that come from both internal and external. Internal weaknesses as a matter of clarity of the work plan is still short-term so that output is less than optimal, human resources in the form of apparatus whose energy is still less fatherly conduct surveillance in the waters of Batam, which includes the waters of cartilage, as well as the completeness of supporting infrastructure such as ships and machinery are not maximized. Furthermore, the weakness coming from outside is like ego institutional walking alone in conducting surveillance, strategies smugglers more mature as well as the lack of participation of the public to provide information to officers in the field to make supervisory capacity owned by the government is still relatively weak.
