Corruption as the Threat to European Unions Core Values:(Case Study of Greece and European Commission)

Abstract European Union (EU), which known for its role in promoting their core values of good governance and rule of law, internally and globally, has recently faced severe corruption cases, which may shaken public trust and its integrity. This increasing number of corruption felt in several EU member states, especially Greece, in which they failed to manage its political corruption, performed by two of its major political parties, New Democracy and Panhellenic Socialist Movement (PASOK). Political corruption in Greece is shown by its lack of control towards political parties financing system as well as the abuse of political power by its public officials. Moreover, corruption also occurred in European Commission, which is EU main institution. Under the era of Jacques Santer, several Commissioners were accused of any corruption, fraud and mismanagement allegation, which resulted in the resignation that shook the stability of this institution. To better understand this issue, this research uses James Scott‟s approach on political corruption based on legality, public interest and public opinion, which resembles Joseph Nye‟s point of view in political corruption. This research aims to see the increasing trends of corruption in EU, with the case study of Greece and European Commission, and to see the extent of political corruption in the member states and national level. This corrupt act has weakened the principles of openness, transparency and accountability, which are the core values of democracy, EU has been championing by far. It also damaged social justice that threatens economic and political stability, as well as the credibility of EU as the pioneer of good governance and rule of law.
