ABSTRACT This study is about advocacy strategy of the Cadger Association, Town Plaza, Kebumen which occurred since 2008 until 2016. The advocacy is aimed to maintain their interest to trade at Town Plaza, Kebumen, though it is banned by the regulations of the Government of Kebumen Dictrict. The advocacy occurs in the framework of illegality, which at the locus of this research shows that there is a political intervention to maintain the illegality massively and organized by local political actor. Theoretically, this fact is the antithesis of the conception of the state as an entity that is impossible to be defeated. In this study as well structured is to bring new understanding to the reader that the absolute power of the state is not always be realized, at least in the locus of the research. The study was guided by the key question focusing on the essence of political dynamics and the role of civil society in the locus of research. To ensure that research is still in the theoretical corridor, author conducted the study based on the specific question, “How is the strategy of Cadger Association of Town Plaza, Kebumen to strive their interest in Kebumen District?” To answer the question, the author uses a case study of qualitative research methods. This is because qualitative study provides space for authors to analyze the essence deeply and intact by not taking the distance to the object of study. Also, to provide more spaces to improve the subjectivity of the writer to study the phenomenon. The study then arrived at the findings that the main strategy of the success of the cadger advocacy derived from the ability of the cadger to benefit the personal relationship with the government‟s staffs supporting them. The complex story about the cadger advocacy strategy actually is the story about informal politic conducted by the cadger and simultaneously ignore the rule of laws which are very procedural and rigid. They have succeed to benefit the weakness of the state as the reason to create the way to realize economic and political prosperity through the illegality process conducted by 2 (two) regimes of cadger‟s leadership. All regimes aim to maintain the illegality due to the state policy does not give them satisfaction. Keywords: Advocacy, State, Cadger
