ABSTRACT This research aims to elaborate the empowerment process of female dairy group of Glagah 1 which was begun in 2012. It describes its process since its realization, capacity building until its empowerment to the independency and challenge phases. The empowerment process was done because of the inability of people and the potency which can be developed. The stagnan price of dairy milik and the inreasing price of cattle food makes dairy farmers tend to get loss, especially the low scale of dairy farm. Based on those problems, the potency of dairy cattle that can be useful to add the selling price and benefit of dairy cattle, such as the dairy milk. And one of empowerment programs is to get female dairy farmers involved in organizing the dairy milk. This research is centered on KWT Glagah 1 whih has been done from empowerment process in 2012. The location of research is on Dusun Karangsalam, Glagah village, Jatinon, Klaten, Central Java Province. The substantive purpose of its research is to know about the empowerment process of KWT dairy farmers Glagah 1, Desa Glagah, Kecamatan Jatinom. It uses qualitative method with descriptive approach. The data analysis isfrom purposive selected informants. Meanwhile, the credibility test of dilligent observation, triangulance and supportive reference become steps of checking the data validity. The finding results of it shows that the empowerment process which was done by the female dairy farmers of KWT Glagah 1 came from technical guidance program of agroindustry development which was done by General Directorate of Processing and Marketing of Farming Products, The Ministry of Agriculture of Indonesia Republic in 2012. The technical guidance is including the realization and capacity building phase of KWT Glagah 1. The increasing realization of members of this group is as the same as the increasing of capacity building of members through several trainings. However, there are only some adminnistrative members who join several trainings, but there is minimum level of transferring its skill to other members so that it makes exclusivity in a group. It affects the level of participation until some members finally go out of this group. Generally, the capacity building of majority of individuals is definitely on a good point, but the organization capacity and values on KWT Glagah 1 are still on low level. The empowerment process of KWT Glagah 1 is still done because of the inability of this group. It happens because there is no officer who guides them after several training and the difficult phase of marketing its products. So, the group is temporary inactive. The officer who guided them came in the middle of 2014. The challenges I find here are the limited human resources, thenlimited mobility, the inadequacy of innovation and the low level of entrepreneurship.
