Sekuritisasi Kebijakan Penanganan Pengungsi di Jerman

2016 | Skripsi | Ilmu Hubungan InternasionalAbstract Germany accepted more than 1 million refugees during the 2015 refugee crisis. Mass migration to Germany was precipitated by the governme nt’s implementation of the Asylum Procedures Acceleration Act (APAA) , along with the provision of many benefits for refugees. The influx of refugees in Germany has been a security concern for the opposition party AfD, and for the anti -Islam political movement PEGIDA. To counter the refugee influx and governmental policy, AfD and PEGIDA have undertaken securitizing moves. Using securitization theory, this study examines such securitizing moves by AfD and PEGIDA. AfD and PEGIDA try to change the identitiy of refugee from the victim to threat. In particular, AfD and PEGIDA have produced speech acts that are manifested in demonstrat ions, arguments invoking the perceived threats posed by refugees, and a number of policy alternatives. These securitizing moves have seen some positive results as gauged by public acceptance, but have so far failed to stop the influx. However, even if secu ritization has been unsuccessful in stemming Germany's acceptance of refugees, the movement has pushed the government to modify its policies in compliance with the demands of AfD and PEGIDA.
