ABSTRACT This writing is intended to discuss the political discord between Organic Intellectuals with different ideas. DPJ with zero nuclear power reliance concept, trying to replace the Pro Nuclear Policies promoted by LDP which been around since the 1950s. Author tries to find the emergence of zero nuclear power reliance concept and the rejection from Shinzo Abe’s Office. Organic Intellectual and Historical Structures used to analyze these problems. Zero nuclear power reliance which can not be transformed into a comparative structure and the strategic position of Pro Nuclear Policy, convincing Shinzo Abe’s Office to re-embrace the Pro Nuclear Policy in 4th Strategic Energy Plan 2010.
