Politik Teritorialisasi dalam Konservasi Penyu di Kepulauan Derawan, Kalimantan Timur

ABSTRACT Politics of territorialization in Derawan is one of the implementation of CITES (Convention on International Trade in Endangered Species of Wild Flora and Fauna), that had been signed by Indonesia in 1978 and being ratificated through UU No 5 Tahun 1990. In the process, turtle conservation which been cultivated in Derawan territory evoke a conflictual relationship between related actors as their different interest within the territory. The establishment of turtle conservation through Instruksi Bupati Berau no. 60/2346-UM/XII/2001 and Perda No. 3 tahun 2004, limit the movements of people who originally utulize turtle meat and eegs into consumption and trade, into can not to be utilized at all. And so the state, trhough BKSDA (Balai Konservasi dan Sumber Daya Alam) together with NGO such as WWF, TNC, and Turtle Foundation, had their duty officer to several monitoring station within the territory. Local community, as an indigenous people, certainly more entitled to the control of territory they lived for years. Yet they feel insecure for being treated unfair by ‘new people’ within the territory. As a result, conflict between local people and the alliance of state (BKSDA) and NGO arose. This writing will examine how the political upheaval happened between the actors, how the actors devided into a map of interests, and how those affect the process of territorialization within the territory.
