Ilmu Sosiatri)ABSTRACTION HIV and AIDS is a serious problem for public health if not addressed properly, because it is very closely related to the development of the country suatau effect on the high and low quality of human resources. Sleman still occupy the highest number of cases in the province. Establishment of the KPA as a specialized agency tackling AIDS cases has the duty and function of existing pokonya coordinate all the HIV and AIDS exist in both the cross-cutting elements of the government, the community element (AIDS NGOs) and the private sector. With the number of institutions involved in the response to HIV and AIDS why the prevalence and incidence of HIV and AIDS does not go to experience a significant decline in fact there is a tendency to rise sharply. So in this study aims to determine how the dynamics of collaboration developed by KPA Sleman, Sleman Health Service, AIDS NGOs or third pillar in tackling HIV and AIDS in Sleman and knowing what the inhibiting factors that affect the collaboration. In view of this phenomenon will be more use of the institutional perspective and framed in the theory of collaborative governance offered by Emerson et al. This theory belong to the paradigm of New Public Management which in their policy for public services and achieve public objectives can only be achieved by involving many parties / stakeholders. There are several aspects that must be met by each stakeholder as a condition for the dynamics of collaborative governance goes well as aspects of engagement, motivation and capacity of collective action. To explain the phenomenon to be studied in depth, comprehensively and to uncover and understand something behind the phenomena that occur so that in this study using descriptive qualitative methods as well as determination of informants using purposive sampling and research data collected namely through interviews, documentation and obesrvasi. The location of this research is in Sleman. The results showed that the dynamic collaboration between the three stakeholders that goes well with a view aspects of engagement, motivation and capacity of collective action together with the involvement aspect can be good because it occurs an intensive communication among the three stakeholders. Motivational aspects also said to be good because of the dynamics of the collaboration between the three stakeholders contains elements of mutual trust, mutual understanding, internal legitimacy and commitment that runs equally well and strong. However, in the aspect of joint action capacity at the institutional elements of collaborative and resource has several challenges which makes it less running optimally so as to affect the sustainability of collaboration in general. While elements of leadership that exists shows that the pattern is a network pattern so there is no hierarchy in the collaboration and knowledge that can be accessed by all stakeholders. The dynamics of collaboration which have been built can be categorized in the exploration stage. Inhibiting factors encountered in the collaboration dynamics are cultural factors and resource limitations. From the research data obtained can be interpreted that collaborative governance is happening at the same time capable of being used as a powerful control mechanism between stakeholders.
