ABSTRACT These days the emergence of grassroots community begin to flare in many areas in indonesian. Although many grassroots community was appeared but it still in fluctuation, it is suspected because weaknesses of group functionby themselves. These circumstances demanded a group should have programs work clear and independence in order to create sustainability. One of a group of grassroots in Kulon Progo Regency was a Mina GURAMI group having a focus on improving public welfare especially in Gletak hamlet through the cultivation of fish. In viewing at strengthening strategy Mina GURAMI group, this research used the AGIL through the concept of structural theory functional. Tallcot Parsons said, while looking at a process development or system that flourished in the community, there is four (4) concepts which can be used as reference for the Adaptation, Goal Attaiment, Integration, and Latency. Research with qualitative approach can reveal in life connection between various social symtom, something cannot be achieved is quantitative research, and the method of purposive and snowballing inthe selectionsof informant. A unit analysis in this research was the management of Mina GURAMI group, BP3K, extension workers, head of Gletak hamlet and gives development and empowerment Kedungsari village. The technique of data collection was observation, deep interviews, and used the documents to complement the research data.The process of analysis data started by reduction data, presentation of data, and data verification. The results showed that there are still some problems across the Mina GURAMI groups is not yet be able to meet the fish demand for market, given the results of cultivation is still limited.Strengthening of the strategy Mina GURAMI group is the effort to maintaining existence as a fish cultivator based on the Kedungsari welfare. The strategy is implemented by developing internal and external strategy. Development strategy internal emphasized the development capacity cultivation knowledge of members and focus to improving the result of cultivation. meanwhile strategy external built from relationship of group with partner who support cultivation activities. Mina GURAMI group do a lot of cooperation with a partner to assisting the group capital, where basically Mina GURAMI group are the crucible for the community in improving the welfare of the through cultivation using group capital. Strategy built by a group mina gurami apparently capable of creating the sustainability group, one of which can be seen from intens capital assistance whom obtainment from various parties.
