Matinya Common Pool Resources di Kota Yogyakarta:(Studi kasus Masyarakat Kampung Penumping dengan Hotel THE 101)

Issues raised in the article is the increased water demand and a decrease in the capacity of water resources makes it scarce, so that water grabs. Water is used as a public resource that have high benefits but difficult owned, so contested by the parties concerned. This article seeks to understand and explain the role of the state in managing public resources are limited. Management of water resources in this article are analyzed using the concept of CPR (common pool resources). This article uses qualitative method with case study approach. The research was conducted in Kampoong Penumping, Badan Lingkungan Hidup Kota Yogyakarta, Kelurahan Gowongan, Kecamatan Jetis, PDAM Kota Yogyakarta, serta Hotel THE 1O1. The focus of the article is the existence of competitors that defines water differently and explains the absence of water management by the public authorities, the Government of Yogyakarta as a shared resource. Management of water resources submitted in the competition by the hotel THE 1O1 and community Kampoong Penumping. Based on the data analysis we concluded that water as a shared resource is not monitored and is not managed properly and fairly by public authorities. Yogyakarta city government as a holder of public authorities tend to ignore the responsibility to resolve problems that occur between public and private.
