ABSTRACT World dynamic has been affecting ASEAN in some certain ways. In ASEAN early years, it only had several body and institution but now it consist of various council and committee. So, now the ASEAN has been more developed than forty years ago, especially because of ASEAN Community project. However, there is a long history and reason behind ASEAN growth. In order to understand ASEAN itself, we can use Luhmann’s system perspective. This approach offers a holistic, broad, and creative point of view which is different from any other perspectives. For some people, this is quite unpopular. But sometimes the long way round is the brief way to understand things. Communication complexity has been an interesting topic in the context of changing world and adaptive organization. In this study, adaptive communication is how ASEAN Secretariat adjust itself to cope with a development in ASEAN due to a dynamic environment. ASEAN Secretariat adjust itself through organization structure and information-processing. In order to adjust itself to ASEAN, ASEAN Secretariat changes its organization structure to deal with ASEAN necessity. Thus, information-processing is ASEAN Secretariat ability to process informations and uses it to anticipate future challenges that ASEAN may encounter.
