Kebijakan Official Development Assistance(ODA) Jepang bagi Pembangunan Ekonomi di Afrika Melalui Tokyo International Conference on African Development(TICAD)

ABSTRACT Japan first initiated Official Development Assistance (ODA) after World War II as an obligation for repayment reparation to countries it once occupied. Critics have been raised towards Japan‟s ODA by western countries because it was perceived as Japan‟s strategy to expand its Foreign Direct Investment (FDI) to secure its economic interest. Japan was not successful to obtain its objectives, did not have any philosophy as its base, and did not have any concern on humanitarian issues in giving out. Those encouraged Japan to shift its ODA‟s orientation which was originally confined to economic development issues, become expanded to humanitarian issues as reflected on Japan‟s ODA Charter 1992. This research later describes about Tokyo International Conference on African Development (TICAD) as the implementation of Japanese ODA in Africa which is quite different with the form of any other ODA(s) in the world. TICAD, which facilitates African countries with technical assistance, was formed in 1993 by Japan, African countries, donor countries, NGO(s), and international organisations. I argue that TICAD has successfully met Japan‟s objective to accelerate Africa‟s economy through three action plans which were agreed during TICAD meetings.
