ABSTRACT Public space is one of the places that is required by the people who live in urban areas. It also occurs in people of Yogyakarta that require public space that deserves to be enjoyed. The public rooms are researchers mean is below the flyover Lempuyangan. In this study, researchers looked at the shape of public space that occurs under the flyover Lempuyangan that only happens in the afternoon only, the researchers call it minimalist shape public space. With the public space then create a self governing appear. so that there is a self governing after the public spaces are formed. This research also viewed self-governing is synonymous with self-government (community) without any interference from external parties (State). Researchers get interesting finding is self governing may work more effectively when an external party (the State) and the public (traders) have the same synergy. State here only serves as penginisiasi to form a community, whereas in the research community has become a "community" that has not been clearly institutionalized. Then, with the presence of the state, society became institutionalized. In its management remains the state does not intervene, all delivered every community.
