Abstract Walfare is not only the responsibility of the State, but is the responsibility all of poeple in the country. There are goverment, private, and civil society to create the welfare of society needs synergy of all that actors. The private sector helps economic growth, but also to give effect to the environment around. Its effects are positive or even negative. To accomoding negative impact, State make a policy on social and environmental responsibility of the company or is known by Corporate Social Responsibility (CSR), which set forth in law No. 40 Year 2007. Pertamina as one of oil and gas coorporate the company certainly has a significant impact, both to the economy and the surrounding environment. Pertamina have done community empowerment as a commitment in terms of corporate social responsibility. One of the programs is empowerment of cultivating catfish in Kedungsari, Pengasih, Kulon Progo, Yogyakarta. This research aims to know the influence of the level of motivation, availability of resources, and the level of participation against the effectiveness of the program of cultivating fish in the village of Kedungsari. These objectives are taken from reaserch question, i.e. whether there is influence between levels of motivation, availability of resources, and the level of participation against the effectiveness of the program of cultivating fish in the village of Kedungsari. Based on the purpose and reaserch question uses a quantitative approach with program beneficiaries as respondents. Total respondents are 27 people scattered in 9 locations of one village. Researchers using the questionnaire as an instrument. Data that has been collected then processedusing SPSS software and MS. Excel 2010. The descriptive analysis display processing, correlation product moment correlation, partial, and simple regression. The influence and connections of each of these variables framed by rational choice theory Friedman and Hecter expressed by Ritzer and Douglas. Their theory explains that every actor doing sure action to achieve a particular goal. The behavior of the actors is also influenced by the objective (motivation) and resources. The program of cultivating fish certainly expect effective results. The effectiveness of the program was assessed as goals achieved. The effectiveness of the programs affected by the motivation, resources, and community participation. These variables have a significant influence and relations towards the effectiveness of the program, so the higher motivation, resources, and the participation of the beneficiaries then the effectiveness of the program also will be higher. The variables are used only explain 52.7% of all aspects of the program's effectiveness. There are still other factors that affect 47.3% of the effectiveness of the program. The influence of Third variables are include middle categories and thats influence are significant. Key words: effectivity, participation, motivation, resources, community empowerment
