Perubahan Kebijakan Nuklir Amerika Serikat terhadap India: U.S. - India Civil Nuclear Deal

Abstract In 2008, the United States assumed a controversial action by initiating a civil nuclear cooperation with India named U.S.-India Civil Nuclear Deal. Not only inconsistent with American previous political stance towards India’s nuclear ownership, the deal had also violated the non-proliferation regime. The regime regulates that the U.S. should not have nuclear cooperation with a non-signatory state of Non-Proliferation Treaty (NPT), of which India belongs to. This deal has opened India’s access to global nuclear market, which the U.S. had restrained off India, after being isolated for more than three decades because of its nuclear proliferation activities. Although the deal has the potential to undermine the non-proliferation regime, this research argues that U.S. policy shift is a rational policy. This policy allows the U.S. government to carry out its interests in: (1) stabilizing international security; (2) balancing China’s threat; (3) securing South Asia with the help of India as the repercussions of Pakistan’s incapability; and (4) expanding market for its economic interests.
