Kepentingan Strategi Jepang dalam Kerjasama Ekonomi dengan Meksiko(Japan-Meksiko Economic Partnership Agreement)

ABSTRACT Japan had history as a closed country through a policy namely ‘sakoku’. But in its development, Japan successfully adopted Western values accordingly and transformed into industrialized country, which later become one of the largest economies in the world. Japan supports the openness of markets through liberalization. Japan fairly slow in adopting cooperation schemes outside the GATT / WTO. The first bilateral cooperation for Japan is FTA with Singapore in 2002. The second being Mexico, in contrast to Singapore, is a developing and exporter country. Cultural differences, geographical location, and a less significant trade value, are not obstacles for the inauguration of JMEPA. This thesis examines the reasons for the selection of Mexico as a partner in building Japan’s first FTA in America region through JMEPA. Theory and concept of FTA, rational choice, and international regimes are used to assess factors driving these policy. In practice, the existence of a constellation of Peru, Brazil and Mexico; NAFTA as regional FTA of North America; Japan and the proximity of political relations with the United States are the main factors. Then supported by historical factors and economic potential that is owned by Mexico. Embodiment JMEPA itself is a proactive effort for Japan to run and catch up in practice of FTA. JMEPA then became the basis of the development of Japan's FTA cooperation with colleagues of other countries in Asia as well as in America.
