ABSTRACT Conflict on Airports Development Project Policy in Kulon Progo Regency By: Nico Rista Sandy This study describes the cases of conflict on airports development project policy in Kulon Progo Regency, especially from the beginning of the policy formulation process until the process of land acquisition to construction of the airport. The purpose of this study was to determine the factors that cause conflict in the airports development project policy in Kulon Progo Regency. This research is a qualitative descriptive study. Objects that are examined in this study is the construction site of the airport in Kulon Progo, in the affected villages, namely, Jangkaran Village, Village Sindutan, Palihan Village, Village Glagah, and Kebon Rejo. Data collection techniques used were interviews with key informants, namely the Head of the Infrastructure Planning and Regional Development of Yogyakarta Province, Head of Sub Division of General Government Administration Section of Public Administration of the Regional Secretariat of Kulon Progo, representatives of PT Angkasa Pura I Yogyakarta LBH Yogyakarta representatives, representatives of WALHI Yogyakarta, and the pros and cons of the airport community. Results from this study Showed that the conflict between the government and the affected communities on the airports development project policy occur due to factors seizure of resources (a matter of resources) between the government and society, the different interests and needs between intergovernmental and the community as well as Among the society Themselves, the difference in value between government and society, the problem of information and communication between the government and the public as well as Among the public, and their individual problems in the relationship between the communities.
