ABSTRACT Education systems nowadays, especially in Indonesia yet creates Children Successful or students that have high read interest. It proved with the central statistic agency data in 2012 which suggests that the percentage of interest in reading Indonesians people only reached the figure of 17,66 %. Reality shows the need for improvement interest in reading. Increased interest in reading, then tried presented by society actors through Non Governmental Organization (NGO) Book for Mountain. The studies as well as Non Governmental Organization tried to explain how the development of strategies performed by Book for Mountain’s efforts to increase children reading interest in the oulying spot area. As for the assesment using concept NGO Relations which the government as the fundamental basis to describe the action of strategy develpoment are selected by Book for Mountain to review increasing interest in reading through library development projects in targeted area. Naturally seeing this as an role BFM more stages further into strategy as NGO. This research is a basic qualitative research with data collection in-depth interviews, focus group discusion, as well as literature. The results shows that as an organization for improving the existing imbalances in order to realize the fulfillment of the rights of citizens will be evenly educational facilities. BFM choose to review select autonomous relations (good waiver) with the government while do the strategy. When everything like financial, organizational, and his activities walk alone and not depending on the government. The stages of the strategies undertaken through the stages of awareness until maturation movement continuity. Forms of movement is the construction of a library project, the school run, surgical library, as well as scholarship. Putting BFM itself only in a limited permission called “Kulanuwun” due to the reluctance to engage BFM internal bureaucracy that still considered complicated and there is a distrust towards the government. The anxiety that the government will take the interests of groups or individual in the process of cooperation relations. Therefore, BFM more focused on direct fill the void that should be filled by state. Turn on back important issues that have previously been regarded as a ‘fairness’.
