ABSTRACT The concept of good governance requires the involvement of state limitation. On the other side, non-governmental actors get a bigger room to engage in governance. It is said to be ideal condition that can support the success of development. Interestingly, the actions of non-governmental actors oftentimes can not be controlled, thus hindering the implementation of public policy. On the basis of mutual interest, such actors accumulate their power into an organization to suppress the state. The purpose of this study is to find out how the ability of states when dealing with that organizations, where they actually are included as part of a public policy. The discussion is analyzed using the concept of power within the framework of democratic governance. There are two main actors, namely state and society. The state is formal institution authorized to regulate shrimp aquaculture activities. The ability of state is seen from the success of penetration and extraction of coastal resources to achieve a better change. While society is Association of Imorenggo Farmers as embodiment association of Alexis de Tocqueville or by Robert Putnam called as the civic community. Citizen involvement in that association is explained through the concept of social capital, which are norm (reciprocity) and network. Furthermore, the conclusions are drawn regarding the position of state to society by using the theory of state and society relations its Joel Migdal. This study uses qualitative research methods with case studies shrimp aquaculture activities in Imorenggo Sub-Village, Karangsewu Village, Galur Regency. Data collection uses in depth interview and observation techniques which are equipped with a review of legislation and regulations relating to coastal, statistics released by the government, the documents of the relevant agencies and Association of Imorenggo Farmers, and articles in the media. Then researcher analyze the data to determine the role-played by the actors (state and society), so it will be seen how the position of state. The results show that state loses social control in shrimp aquaculture activities. This is caused by the collision of the provincial authority in the field of marine and fisheries in the power of Ngayogyakarta Hadiningrat Sultanate and Pakualaman Duchy of land on the coast of Daerah Istimewa Yogyakarta. Although its existence breaks the regulation, local governments face a dilemma when will close shrimp aquaculture activities because it is proved to bring a better change for the society. District government of Kulon Progo eventually be luwehluweh and handed over to the autonomy of each village contained shrimp aquaculture activities on its territory. For Imorenggo context, Association of Imorenggo Farmers appears as a force regulator. Village government of Karangsewu chooses to be synergy with Association of Imorenggo Farmers, although they are not interchangeable to intervene in the decision-making.
