Yet, due to the government’s limitation, there are empty spaces in providing access to education that are not covered by government. A non-governmental organization (NGO), Yogyakarta Coin A Chance!, respond it by collecting coins from people, then use it to send unfortunate kids back to school. The involvement of Yogyakarta Coin A Chance! in public services become interesting to be researched. Therefore, this research seeks answers to the question, “how the role of Yogyakarta Coin A Chance! and its relation to the city government of Yogyakarta in providing access to education for poor students?” This research uses qualitative methods of case study. The case study is used to explore in depth the role of Yogyakarta Coin A Chance! and its relation to the government. To obtain detail data, researches use participant observation, interview, and documentation. From the research that has been conducted, through coins, Yogyakarta Coin A Chance! fulfill the criteria of representativeness, distinctive values, effectiveness, and empowerment in providing access to education for poor students. Moreover, there is another empty space that is fulfilled by Yogyakarta Coin A Chance!, namely personal assistance to students. It is not considered by government because government still too focuses in financial problems.
