Efektivitas Implementasi Pendidikan Inklusif Tingkat Pendidikan Dasar di Kecamatan Umbulharjo, Kota Yogyakarta

ABSTRACT After the regulation of inclusive education officialy applied in 2008 Yogyakarta City achieved progress with the awards they recived also inclusive education in Yogyakarta City is step forward than the other areas in DIY. However, in previous researched is still seen many constraints. Therefore, the purpose of this research is to look at the effectiveness of the implementation of inclusive education at the level of basic education in Umbulharjo subdistrict, Yogyakarta city which is a subdistrict with the widest and the elementary schools who serving inclusive education the most in Yogyakarta city. This research uses qualitative methods with the focus of this research is inclusive education programs or activities undertaken Dinas Pendidikan Yogyakarta City and the locus of this research is SDN Pakel, Wirosaban, SDN SDN Mendungan 1, SDM Miliran. The technique of data colletion is done with the interview, observation and documentation. The result of this research found that in general the implementation of inclusive education in inclusion school at the level of basic education in Umbulharjo subdistrict is still not effectively yet. This is because the purpose of inclusive education in PerWal no 47 of 2008 has not been yet achieved. First, the right to a decent education and the widest possible access for all children including childrens with special needs has not been achieved because the school is still wrong to interpret who referred to the child with special needed. Second, the equalization of the implementation of a learning system that is worthy and qualified in accordance with the conditions, potential and needs of each students still have not materialized. Third, the formation of human social who become an integral part in the family, society and nation also has not been materialized. Yet effective inclusive education in Umbulharjo subdistrict also influenced by components of the success of inclusive education are examined, namely the input learners, educator and educational, curriculum, management environtment, infrastructure, evaluation of learning, also the sources and the relationship between organizations that have not yet well coordinated.
