Ilmu Sosiatri)ABSTRACT Looking into the unresolved issues of people with disabilities which are discrimination and the existence of construction in communities that people with disabilites can not perform activities like any other non-disabled people. The lack of space for the disabled in activities as well as in delivering aspirations became a sign of discrimination by non-disable people. Based on these problems, the agency named CIQAL (Center for Improving Qualified Activity in LifeOf People with Disabilities) whose main job focuses on activities to improve the quality of human resources, especially for the disabled so that they can have equal opportunities in social live. Given the economic empowerment program in CIQAL institutions, people with disabilities can live an independent live. Thus, the title of the thesis is "Efforts to Increase Capacity with Disabilities through CIQAL Institute for Economic Empowerment Program in Yogyakarta Special Region". The thesis uses the concept of empowerment where it stresses on the optimization of existing resources in order to increase a capacity and capability of a person. If this concept is implemented in this research problem, hence an empowerment for persons with disabilities by enhancing a capacity and capabilities through training provided by the institute are needed. The research method that used is qualitative research method with qualitative descriptive approach which is able to explore information as many as possible in explaining a phenomenon that exists in society. Economic empowerment program was implemented since 2010 to 2012 in CIQAL institutions. It includes several activities, so there is benefits for the disabled. However, field research suggest that there exist discrimination from CIQAL, thus resulting in division between empowered disabled an the disabled failed to be empowered.
