ABSTRACT Nowadays, community empowerment is considered as an alternative in the community development quest,it is can be seen on the implementation of sekolah sore kesehatan reproduksi program in Surti Berdaya Community, Yogyakarta. This empowerment programme conducted by P3SY and PKBI, as an effort of raising awareness about reproductive health and combat HIV and AIDS in female sex worker community. Capacity building efforts and the process of increasing bargaining position for tackling HIV and AIDS is urgently needed by female sex workers as a group have a high prevalence. According to Jim Ife, empowerment is an effort to give power or authority to individuals and groups in order to fulfill their interests by the educational awareness, so that they can benefit from the social capital that exists to solve the problem. The expectation of this program, to raising awareness of female sex workers so they identify the reproductive health risks they face and then hopefully they can change their sexual behavior with responsible act. The human rights approach used in this study to look at the sex workers phenomenon. This study is qualitative research. Purposive sampling used to determine the informants. Informants from this research include the four informants from PKBI, two P3SY and three from the informant of Surti Berdaya. Data collecting methods done by these following activities such as participatory observation, in-depth interviews, field notes and documentation. Data credibility check done by way of improving the persistence of observation and triangulation. The research location in Surti Berdaya Community.around Giwangan bus station, district Umbuharjo, Yogyakarta. Substantial objective of this research is to know the dynamics that occur in the activities conducted through sekolah sore kesehatan reproduksi as an effort to combat HIV and AIDS, with focus on the aspects of the flow of empowerment, the factors that promote and hinder, and program sustainability. Based on the findings of this research show that the flow in this community empowerment utilizing a community-based organization. The community members involved in the process of identifying the problem up to the monitoring process . The result of this program is the knowledge about reproductive health has been increased and there is some activities that support the programs about combating HIV and AIDS. This program does not run smoothly due to the refusal of the prostitution activities in Mrican. Therefore, Surti Berdaya community organizing its members to try to influence the rejection.
