ABSTRACT The objective of this study is to describe the state capacity in executing illegal shrimp conclict on Kretek, Bantul regency. The conflict is fiercer after the civil of non-embankment knowing that there is still embankment will handle and establish this problem. In fact, there are some embankments that are still operated. Therefore, this study is aimed to describe and to ecalue the efforts that have been done by the government. The result of the study showed that there was “indistinct” state capacity in resolving shrimp conflict. Ad if the government did the best in overcoming the problem, yet they did not seriously tackle it. As a result, there was little significant impact of itu. It seemed that there was “a setting” within this case. Thus, the government are fail or weak in resolving the illegal shrimp conflict at Parangtritis, Kretek, Bantul.
