Ilmu Administrasi Negara)Abstract The lack of public interest in Yogyakarta on public transport due to the condition of public transportation has not been able to fulfill what the people expect. On the other hand, the policy of rejuvenation of public transport seems to be difficult because the policies which are made will imply for the loss of public transportation in Yogyakarta. In this study, researchers used the theory of Public Policy, Public policy evaluation, policy changes and agenda setting. The theory is based on the public policy cycle. This study used qualitative methods. In the data collection effort used data collection techniques, interview, documentation and observation. The results showed that the implementation of the governor regulation No. 6.1 of 2011 about the rejuvenation of public transport in the route fixed and regular seen from indicators of effectiveness, efficiency, adequacy, equity and responsiveness has not been fulfilled. Therefore, the policy of rejuvenation of public transport should be evaluated. While the agenda setting of governor regulation No 53 of 2013 implemented based on the regulation. The policy is likely to lead to the arrangement of public transport through the development of Trans Jogja. The government of Yogyakarta considered that Trans Jogja is the most ideal public transportation. Keywords: Transportation, Public Policy, Evaluation, Agenda Setting
