ABSTRACT “ANALYSIS OF WASTE INNOVATION MANAGEMENT IN TALANGAGUNG LANDFILL DISTRICT OF MALANG” Yoga Pandhika Hutomo - NIM. 12/335678/SP/25342 The issuance of Law (Undang-Undang) No. 18 of 2008 mandated changes open dumping system which has been used by the majority of landfill in Indonesia became to controlled landfill system. However, based on the Policy Studies of Sanitary Landfill in Indonesia in 2013 by the Coordinating Ministry for Economic Affairs of the Republic of Indonesia, since the law stipulated, ± 99% TPA (landfill) in Indonesia is still open dumping and newly ± 70% landfill designed controlled landfill of ± 492 TPA (landfill) in all districts / municipalities in Indonesia. But, in the midst of many obstacles to the realization of controlled landfill in Indonesia, TIU (Technical Implementation Unit) of Talangagung Landfill emerged as TPA (landfill) which successfully apply the principles of controlled landfill and even managed to make innovations in controlling and using methane gas as a new alternative energy resource. This research aims to describe the waste innovation management in biogas utilization as an alternative energy source that has been successfully carried out by TIU (Technical Implementation Unit) of Talangagung Landfill. The results of this research can be used as an evaluation of the innovation process management improvements for the future. This research is a qualitative descriptive research, using data collection techniques to key informant interviews, observation and review of documents in TIU (Technical Implementation Unit) of Talangagung Landfill. Analysis on innovation management consists of the analysis of organizational capabilities in innovation and innovation value chain analysis from Hansen and Birkinshaw. The conclusion of this research is the lack of organizational capabilities in terms of leadership associated with the absence of a clear formulation of targets innovation, into the causes of poor management of the conversion stage in terms of budget planning ideas in TIU Talangagung Landfill’s innovation. Thus, the recommendation is the establishment of innovation target planning be more systematic and clear. So, the order of funding to support innovation in the TIU Talangagung Landfill sustainability is becoming increasingly well planned. Then, hope all the innovative ideas that emerge can be accommodated well. Keywords : Innovation management, innovation value chain, organizational capabilities in innovation.
