ABSTRACT AIESEC is international organization that runs in youth empowerment, leadership and social culture interaction. AIESEC established at 1948 and exist in 127 countries, and its network also already exists in Indonesia 1984 and Gadjah Mada University around 2010. As a youth organization that exist in several countries, AIESEC is trying to give positive impact to the society through leadership development, and one of the way is through Global Community Development Program. This program is made to give opportunities for the youth to do social volunteer abroad. The concept is like community empowerment with global citizen understanding, which focus on human rights and equality. This community empowerment program already exist in AIESEC UGM for more than 3 years, with its international and youth background, encourage researcher to know deeper about the program plan from the beginning and its relations with the communities. This research’s objective is to know the relevancy from program planning process of Incoming Global Community Development Program (IGCDP) with the needs of the targeted communities. Start from the dynamic on idea creation, preparation, implementation until program evaluation. Type of research that used in this thesis is evaluative and participative research with qualitative research approach. Result of this research is expected to enrich the reference about community empowerment program which done by youth and also as recommendation to the youth on doing community empowerment program, especially those who involve in AIESEC.
