ABSTRACT Border issues become a problem that often affects a country in dealing with other countries around it. Moreover, if these countries are located very close together so that the international law that determines the state border regions should not meet . Such as Indonesia and Malaysia , where in determining the maritime area under the provisions of international maritime law will definitely be in contact with each other. So, from that conducted the negotiations between the two countries. Negotiations were carried out by Indonesia based on the doctrine issued by President Susilo Bambang Yudhoyono. This thesis will then discuss how the doctrine issued by President Susilo Bambang Yudhoyono influence on Indonesia’s diplomacy against Malaysia in a dispute over the maritime in Sulawesi Sea segment, especially in this case is Ambalat block.
