ABSTRACT Cooperative is the economic core of Indonesian people. It developed significantly under the auspices of government at the new order era. As the development of development concept, there was a change of development doer from the government to three stakeholders namely state, corporate, and civil society. This change also happened in cooperative as populist economic institution which commonly government oriented. Manifestation of pluralism welfare concept was applied by PT. Jogja Magasa Iron (PT. JMI) through implementation of Community Development program by built 9 cooperatives in the end of 2011. Not all of the cooperatives run well in the process. There was imbalance because some of them were good and others had deterioration. The researcher used qualitative method with case study approach to see the development of cooperative inamidst of conflict atmosphere in ferriginous sand mining in south coast of Kulonprogo regency because of the arrival of PT. JMI in 2006. Therefore, the researcher also discussed a little bit of dynamics ferriginous sand mining conflict. Furthermore, the researcher discussed about the role of cooperative in the attempt to develop society welfare. The unit analyses from this research are PT. JMI, 9 administrators of fostered cooperativeby PT. JMI, Cooperative Agency Kulonprogo, and south coast society of Kulonprogo regency. Data gathering technique was done by interview, observation, documentation, and literature review. Theory which was used to frame cooperative dynamics was structuration theory by Anthony Giddens. The research‟s result showed that the development of fostered cooperative by PT. JMI had an imbalance. There was one cooperative that was able to develop well and last until now, FKMP Manunggal Cooperative Karangwuni village. The glory of FKMP Manunggal Cooperative was caused by cooperative‟s location. Karangwuni village is the nearest village to pilot plan of PT. JMI so that all of the projects come to that cooperative first. Another 8 cooperatives had deterioration because there was person who abducted the money in cooperatives. The forming of cooperation which was done without society‟s awareness made the administrator and cooperative member focused on grants from PT. JMI. This matter caused fund misappropriation by some people in cooperative. This case did not get special attention from company so that all of the administrators agreed to stop the cooperative activity.
