ABSTRACT The aim of this thesis is to explain why the former chongshindaes still refused to accept the settlement of comfort women issue between Japanese and South Korean governments in 2015. Comfort women issue had been one of the major causes of the strained bilateral relation between Japanese and South Korean governments. The deal of the settlement between Japanese and South Korea governments in 2015 was rejected by the former chongshindaes, who did not agree with the contents of the settlement. The writer used the literature method as the research methodology conducted by collecting data from books, journals, and news, both of the online and printed news. The result of this research is that the former chongshindaes, as the victims, and Japanese government, as the victimizer, have different values regarding the contents of the comfort women issue settlement. This thesis is hoped to contribute to the further researches about Japanese comfort women during World War II.
