ABSTRACT After turned down the program from Asian’s Women Fund, South Korean government and activist urged Japan to settle this issue again. But Japan didn’t give a positive respon because they think that this issue already settled with Asian’s Women Fund. Even then at 2007 Prime Minister Shinzo Abe said that there is no evidence about the coercion done by Japanese authorities. At 2014 a panel investigation under Prime Minister Shinzo Abe said that the Kono Statement was drafted not by rigorous fact finding, but a product of diplomatic negotiations with South Korea. But, Minister of Foreign Affairs from both country said after a meeting in Seoul at November 2015 that they agreed to resolve this issue through ‘Finally and Irreversibly’ Agreement. This thesis discusses the factors that led to Japanese government resolutions about jugun ianfu issue with South Korean government.
