ABSTRACT Development of new International Airport is the policy of Yogyakarta Special Region Goverment in improving aviation transport for the southern part of Central Java region. This raises the resistance of the people who fight against project because the land that would be candidates for partial construction site belong to the community and in others belong to Paku Alaman Ground (PAG). This condition has deteriorated since the peg conducted by PT.Angkasa Pura I along with the District Government and the security apparatus in 2012 were done without their dissemination to the public, leading to the emergence of farming communities in the resistance organization called Wahana Tri Tunggal (WTT) . The problem formulation of this study is How Conflict Resolution Efforts Related to Relocation Policy Development Service? For discussion, author uses the concept of Conflict and Conflict Resolution. The method in this research is qualitative method with case study approach. Data was gathered through observation, interview, Library Studies and Documentation. This is in order to do direct observation in the field against the efforts to settle the conflict and the parties involved in the conflict. Based on this research, conflict resolution efforts undertaken by the government, PT.Angkasa Pura I and society affected by the construction of the first through the negotiation process and through litigation. But the negotiations were conducted in 2013 declared a failure. This, because the outcome of the negotiation process does not provide a solution to the conflict settlement. So that any negotiations that do not give positive solution to the conflict. Conflict resolution through litigation can be declared a success as the result of an appeal decision 456 K / TUN / 2015 which granted the Supreme Court, so due to the decision results, the development of the airport can be continued. Although the legal process of development is legitimate and can be resumed, the government are still experiencing problems regarding the appraisal stage phase compensation. This is caused by the data collection and measurement of unresolved land optimally. Issues that were once more to defend the welfare of society shifted to the issue of their ownership rights. So the conflict relocation of the airport construction is still not over, WTT community that was once more refused to development because of the well-being now switched refused land for data collection for their ownership rights.
