Jogja Ora Didol:(Studi kasus Implementasi Kebijakan Pengendalian Pembangunan Hotel di Kota Yogyakarta)

But now the city of Yogyakarta has a different slogan that is Jogja stops being comfy, this slogan was given by the public because they think the city of Yogyakarta is no longer comfortable with the entire occurrence of problems, one of which is on the rampant of construction in the city of Yogyakarta. Based on the above fact, this study was made to determine Yogyakarta government action taken to address the rampant problem in the city of Yogyakarta in the context of analyzing implementation the control policy of hotel construction in the city of Yogyakarta. In analyzing policy implementation, the theoretical framework used in this study was focused on the theory of stakeholders and theory of implementation policy. While research method used in this study was a variant qualitative research method of case study with a data collection technique of observation, interviews, and documentation or reports. Various Interests between the government of Yogyakarta and investors who want to perform construction in the city of Yogyakarta and those people who do not want to lose a city that is considered as “berhati nyaman” (comfy) and full of inherent culture, making the problem even occurs between the government and the public. People who are angry with the government of Yogyakarta thus have made a slogan "Jogja ora didol" which means Jogja is not for sale; because of the very rights in obtaining public facilities have been replaced with private facilities that not everyone can access them. This was evident from the findings in this study stated that the construction of control policy in the city of Yogyakarta is influenced by the interests of powerful stakeholders including government actors and investors. Process of control policy of construction in the city of Yogyakarta indicates political transactions between the actors who lead the many loopholes in the implementation control policy of hotel construction in the city of Yogyakarta. In fact, the period of the commencement of enforcement of policies do not fit and permission for the construction of existing hotels are not appropriately correct. Thus as time passes it is not impossible after the moratorium policy of hotels expires , the rampant of hotel construction in the city of Yogyakarta would be more frenzied than ever before.
