ABSTRACT TPA Piyungan solid waste management was one of strategic sector which was managed by Kartamantul. After 14 years managed by Kartamantul, TPA Piyungan management authority was expropriated by DIY Provincial Government since 1st January 2015. The research about TPA Piyungan management authority expropriation is significant because, first the wide service area coverage of TPA Piyungan indicated that TPA Piyungan is a very strategic affairs. Second, Kartamantul achivement as one of the best practice in inter-local cooperation described that the Kartamantul inter-local cooperation was running well. The notion about Kartamantul as one of the best practice in inter-local cooperation become distracted because of the DIY Provincial Government expropriation authority over TPA Piyungan management. This research aims to determine argumentations of DIY Provincial Government expropriation of Kartamantul authority over TPA Piyungan management. The method is qualitative, which is intended to obtain depth data. Data collected through interviews, literature review, and observation. The results showed that DIY Provincial Government expropriation of Kartamantul authority over TPA Piyungan management was an improvement effort against the poor management of TPA Piyungan. The expropriation authority over TPA Piyungan was caused by three factors. First, changes in TPA Piyungan technical management legislation, which is required TPA Piyungan to be operated by using sanitary landfill method. Second, the poor capacity of Kartamantul in operating TPA Piyungan by using sanitary landfill, especially in operational and maintenance financing and providing infrastructure and facilities in TPA Piyungan. Third, DIY Provincial Government’s mission to actualize the better TPA Piyungan management. Key words: TPA Piyungan, Kartamantul, Authority Expropriation, Solid Waste Management.
