Up until 2014, this policy is proven to be successful because of its ability to increase the green energy consumption in Germany and reduce CO2 emission. However, the implementation of this policy has many challenges, especially related to the huge subsidy from the government. Not only that, another pressure is also coming from coal mining sector, which supplies 43% of national energy in Germany until now. This thesis will focus on the strategy from Germany government to maintain the implementation of this “ideal” policy for 15 years (2000-2015), including to handle the pressure from coal mining sector. Hopefully, this thesis can be a good read for people who are genuinely interested with the dynamic from state actor (in this case: Germany) with the green energy consumtption in its area, especially in the context of ecology modernization.
