ABSTRACT This research will discuss about the China’s strategy to win global war for talent. The impact that caused by the competition between countries to gain foreign talent from all over the world is not always positive. The developing countries that unable to compete lose its skilled labor to the more developed countries through a phenomenon known as brain drain. China is one of the developing countries with the most severe brain drain that slowed its economic development. This research will examine the dynamics of policy changes towards diaspora from negative to positive to attacract skilled Chinese diaspora to return to China under the concept of diaspora as the conceptual framework. The focuses of this research are China’s policy towards diaspora each period of time and its result to the increase or the decrease of the returning skilled Chinese diaspora.
