ABSTRACT “The Empowerment of Indonesian Ex Migrant Workers in BP3TKI (Balai Pelayanan Penempatan Perlindungan Tenaga Kerja Indonesia) Yogyakarta” BP3TKI (Balai Pelayanan Penempatan Perlindungan Tenaga Kerja Indonesia) Yogyakarta is an organization that runs the service, placement, and protection function for Indonesian migrant workers in Yogyakarta area. One of their activities is empowerment for ex-Indonesian migrant workers through business development training for they who have finished their working contract. This research dig deeper about the continuity of that empowerment process and monitor the circumstances that happened in ex-Indonesian migrant workers community in Kabupaten Kulon Progo. This research also examine the protection and empowerment function of BP3TKI Yogyakarta. This research is a qualitative research. Collecting data method used in this research is observation, subjects interview, direct involvement in fields, and documentation. The main informants for this research are two members of ex-Indonesian migrant workers community in Kabupaten Kulon Progo. Supporting informants for this research are three members of BP3TKI Yogyakarta. The result of this research shows the empowerment process of ex-Indonesian migrant workers in Kabupaten Kulon Progo that is run by BP3TKI Yogyakarta. This empowerment forms in business development training. In ideal form, there should be monitoring and evaluation process after the training. In reality, what happened in the fields are the removal of those process so the training result is not maximal yet. Basically, ex-Indonesian migrant workers need specific attention from BP3TKI to guide them in building their business in order to make them empowered.
