This project was successfully passed through the parliament, regardless of a handful scientific reports which have indicated that the construction will cause severe environmental damage. The approval mainly originated from the ruling coalition party at the time, Independent Party and Progressive Party, but it was heavily contested by their opposition, the Green Left Movement and local environmental activist. However, even after several episodes of objections in the parliament and demonstrations by the activist, the ruling government still decided to go on with the plan. Considering the little chance of change through local political contestation, local environmental activists planned to build transnational activist networks to put pressure on the government. Saving Iceland is one of the major actor in building transnational networks through the mechanism of information dissemination. Through Saving Iceland, hundreds of transnational activists became actively involved in Anti Kárahnjúkar dam campaign and together they established the first international summer camp protest in Iceland.
