ABSTRACT This paper examines another way to analysis the problem of refugee. For a long period, IR scholars always see the decision on accepting refugees as a bipolar choice between humanism and nationalism. Being nationalism by closing the gate means that those countries failed to offer hospitality. But, opening the gate means that those countries have ruined their own sovereignty. By using Derrida’s concept about cosmopolitanism, this paper would say that hospitality towards refugee could not be as bipolar as we thought. Hospitality towards refugees could be done in the middle of rule and limitation held by the country. In this paper, Jesuit Refugees Service has been able to give another ways to offer hospitality in the middle of Indonesia government’s restriction. Hospitality for JRS is about responsibility towards the others, responsibility to serve and let the others interrupt the self unconditionally. But in the same time, JRS need government’s power and sovereignty to protect the right of refugee which in turns disgraced the unconditional hospitality.
