Responsivitas Pemerintah Kota Yogyakarta dalam Menangani Kasus Kekeringan Air di Kota Yogyakarta

ABSTRACT The increasing numbers of hotels in Yogyakarta has been creating a positive and a negative impact. The positive impact is it’s contribution to Pendapatan Asli Daerah (PAD) Yogyakarta city, while the negative impact is it’s development effects on the living environment. The drought water that is caused by Hote Fave Kusumanegaran in Kampung Miliran is one of the example of the difficulties faced by the civilians. This research is trying to describe about the responsiveness of Pemerintah Kota Yogyakarta in taking care of the drought case. In measures the responsiveness, the author are using three (3) indicators which are: governmental action, law enforcement, and form of continuous improvement on the service. Then, for knowing the effect factors the author are using three (3) aspects which are: the civil servants qualities and quantities, communication with the civilians, and the empowerment of non-governmental actors. The research on this study shows that responsiveness Pemerintah Kota Yogyakarta in handling the drought case has been good enough yet need some longer times in the handling processes. This could be seen based on the process duration which takes (3) months and the final result which there will be no more water drought case in the following year and certainly proved that the water drought is surely done by Hotel Fave Kusumanegaran.
