ABSTRACT The education programs in Indonesia have always been a concern of the Indonesia government. The government has made efforts to fund Indonesian education using Anggaran Pendapatan dan Belanja Negara (APBN) by 20 percent. However, the magnitude of the budget still leaves problems. One of the problems in education sector is the lack of community participation in Indonesia attended higher education. Component of the cost of higher education tend to be expensive. It is no wonder if the Gross Enrolment Ratio (GER) of higher education in Indonesia around 23.06 percent in 2013. Beside the government, other parties also participated in solving of the problems in the field of education. Karya Salemba Empat foundation is one of the institutions that participated in the faith of nation. Karya Salemba Empat foundation focuses on education field by providing assistance in the form of scholarships to students in various High State University (PTN). The form of the scholarship program of Karya Salemba Empat is giving scholarship and training. In addition, there is a community which means to be a place for the scholarship grantee of Karya Salemba Empat to develop themselves. This research examines the benefits of regular program and training of Karya Salemba Empat scholarship at Universitas Gadjah Mada. Universitas Gadjah Mada is the scope of the research because it is considered as the biggest/largest university in Indonesia. This research is qualitative research with descriptive analysis. Method of the informant determination is based on an objective. The objective of this research is to know the benefits and the impacts of the Karya Salemba Empat scholarship programs. Determination of the informant is done by purposive sampling. Researcher determines specific informants with criteria, that is at least had received scholarship two periods and had received a training from Karya Salemba Empat scholarship. This research uses analysis system of evaluation model approach as a tool to know the benefits and the impact of Karya Salemba Empat scholarship program. Karya Salemba Empat scholarship program has been running since the academic year of 2008/2009 at the Universitas Gadjah Mada. The scholarships that is offered by Karya Salemba Empat is a combination of economic and merit scholarship. There are several programs in this scholarship, in which the scholarship not only provides financial assistance but also gives coaching or training for recipients. The benefits are obtained by recipients include the benefit of economic, educational, social, and personal. The expediency grouped in real benefits and apparent benefits.
