Abstraction The aim of this study is determine the role of Social Institutions Hafara in empowering homeless and beggars through the method of the social contract. Social institutions Hafara have a lodgment system with social contract requirement, that is, when vagrants and beggars had entered the institution, they should not go back to the streets and must participate in the Productive Economic Business (Usaha Ekonomi Produktif/UEP). It was developed by Hafara Institution. The existence of homeless and beggars were accommodated in Hafara are increasing every year, but this is not proportional with the number of homeless and beggars who is going out from Hafara. It has an impact to the number of inmates who live in institution. In this regard, the researchers wanted to see the management of social contract system which is related with the relationship between Hafara Social Institution with vagrants and beggars. The theory which is used in this research is JJ Rousseau's theory. It is about social contract, social institutions, and the concept of vagrant beggars. The theory was used to make framework research that explains the role of social institutions in realizing independence of vagrant beggars. This study used a qualitative research approach. Qualitative research methods can provide in-depth description regarding to the implementation of social contract system in the empowerment of vagrant beggars by Social institution Hafara. Data collection techniques are observation, interviews and documentation study. The location of this research is in Social Institution Hafara, which is located in the hamlet Tempuran, Tamantirto, Kasihan, Bantul. The social contract, in terms of social service is different with the social contract in general. Social contract in this case, shows the unequal relationship between social institutions hafara with their fellow. Hafara has a motto "We’re only a servant", which means hafara always provide the best service for their fellow so that they can be independent and have prosperous life. In reality these studies show that the management of the social contract system in hafara was not optimal yet. The fellow got entrepreneurial training but they could not apply it independently. That was because the mental condition of the fellow are already addicted to life at institution. Additionally hafara is not focus on handle particular social issues. Hafara handled a lot of social issues in various fields, such as neglected elderly, psychotic, abandoned dead body, street children, abandoned babies and health care assistance. In this regard, the focus of social contract aim on realizing the independence of homeless and beggars became focus to the rehabilitation treatment of psychotic vagrants.
