Upaya Singapura dalam Sekuritisasi Isu Polusi Asap di Asia Tenggara

ABSTRACT Transboundary haze pollution is an annual phenomenon in Southeast Asia which are caused by a massive peatland fire. The haze crossed over several countries in the region, including Indonesia, Singapore, Malaysia, and Thailand. In this regards, Singapore poses as a main actor to bring this issue forward as a regional problem since it has a concerns on environmentalism. This issue became a threat, not only for environment but also the states’ security in the region. This paper aims to see how Singapore securitized haze issue and to what extend it happened. Using Barry Buzan’s Securitization Theory, this paper argues that Singapore is trying to make haze issue as an environmental security issue in the region. However, the principle of ASEAN Way hinders the securitization process, and causes it to be unsuccessful. In a conclusion, the gap of perspectives to see human security in ASEAN states are different, yet it also makes environmental issue still at the third priorities.
